Confused by Sacramento’s legi-speak?

Even when they say what they mean, they don’t always mean what they say in Sacramento. And vice versa. Confused?

The Howard Jarvis Taxpayers’ Association will help you translate. Its prez, Jon Coupal, sends along this translation so you can understand what the Democrats in the Capitol mean when they say things about your money, their budget and where the twain meet.

The Dem’s Darrell Steinberg attacks Proposition 13. You remember Prop. 13. It’s the protection that probably has kept you from losing your home to perpetual property tax increases - to say nothing about how it’s restricted folks like Steinberg from foisting other taxes on your back with a bare minimum vote.

Steinberg said: “. . . there is also a tremendous opportunity to restructure the way we govern.”

Translation:  “Yippee!  Now, I get to talk about raising taxes!”

      Are the Dem’s now talking about tampering with Prop. 13? I had thought it was off the table.

      There are aspects of Prop 13 that need, or ought, to be on the table. One is the unitary tax base that makes no differentiation between commercial rental (or business) properties and true single family residences. It’s no accident that Jarvis’ main cash machine back in the Prop 13 campaign days was a group of apartment owners’ associations.

      The 2/3 thing also needs to be looked at. If you don’t like a legislature that votes for a tax increases, fine, throw them out. But majority rule should have some meaning, and the ability of a decided minority to hold the state budget hostage is frankly destructive. If the Democrats (the eternal bugaboos on this issue), using simple majority voting, pass a budget with tax increases that cause a people’s revolt, resulting in their being thrown out of power in favor of a new group that rescinds those taxes, so be it. That’s how government;’s supposed to work. But the ability of a minority to halt the entire process is, to state it simply,. nuts.

      I don’t know about prop 13, and I don’t think is is just democrats, but today Arnold and the crew said they are going to raid the states 18 cent per gallon gasoline excise tax (which is SUPPOSED to be “dedicated” to road repair), and as far as I can tell theyhave “raided” this tax every year going back 15 years.

      Now you know why our roads suck, money DEDICATED to fix them is being funneled into gov pay pension plans.
